A Nigerian police officer was filmed shooting a handcuffed man at close range in Effurun, Delta State, in a killing that later led to the arrest, disciplinary action and court remand of officers linked to the incident.
The victim was later identified by police as 28-year-old Oghenemine Mene Ogidi. He was also known as OG Millan, according to later reports on the case.
The killing happened on April 26, 2026, in the Effurun area of Delta State. Police later said officers attached to the Area Command Effurun had gone to the scene after receiving information that Ogidi had allegedly been apprehended while attempting to waybill a parcel said to contain a Beretta pistol and four rounds of ammunition.
Video from the scene shows Ogidi restrained and seated on the ground with his hands tied behind his back. He can be heard begging and telling officers that he would explain everything. In the recording, he says he would take them to the place involved and repeatedly pleads with the officers not to kill him.
The footage shows an armed officer near the restrained man. The officer is seen handling and loading his firearm as Ogidi continues pleading. The video then captures the officer shooting him at close range. Initial reports described a first shot to the leg before a later close-range shot while the man remained restrained.
Police identified the officer who fired as Assistant Superintendent of Police Nuhu Usman. The Delta State Police Command said the officer discharged his firearm in violation of Force Order 237 and the Standard Operating Procedure of the Nigeria Police Force, leading to Ogidi’s death.
Police said Usman was arrested after the incident and transferred from Delta State for disciplinary handling. The case was later moved to Force Headquarters in Abuja, where the officers involved were subjected to internal disciplinary proceedings.
The Nigeria Police Force later said the Force Disciplinary Committee concluded that Usman acted in gross violation of rules governing the use of firearms. The police leadership approved the recommendation for his dismissal, along with other officers found culpable, and said the affected officers would face criminal prosecution for unlawful homicide after administrative procedures.
The police action later extended beyond Usman alone. Reports on the court process said five suspects, including the dismissed officer, were arraigned before High Court 5 in Asaba over Ogidi’s killing. The other defendants were identified as Onoloko Dauroupamo, Okoh Kelechi, Goodluck Kingsley and Omonigho Ahweyevu.
The court ordered the defendants held at the Ogwashi-Uku Correctional Centre pending further proceedings. The case was listed under charge number DTHC/ASB/CR/M/66c/2026, and the file was reported to have been sent to the Director of Public Prosecutions for legal advice.
The police account says Ogidi was allegedly connected to a parcel containing a firearm and ammunition.
